Officers Called It One of the Busiest Recruitment Efforts the Office Had Ever Seen.

How a story no one was telling became the campaign everyone remembered.
The 120 Case Study

The Whole Story in 120 Seconds.

Five blocks. Everything that matters. Read it before your coffee gets cold.
The Situation

You lead recruitment for a public agency — and you know your organization has far more to offer than most people realize, but the right candidates still aren’t finding you.

The Opportunity

The Sarasota County Sheriff’s Office was navigating one of the tightest hiring markets in recent US history. Competition for candidates was fierce — but their deeper challenge was a story no one was telling. Most people didn’t know the agency offered over 100 civilian career paths beyond sworn deputy roles. That gap was quietly costing them qualified candidates every single day.

The Approach

Before a camera came out, we sat with the Sheriff’s Office’s own marketing and recruitment team — listening first. That conversation shaped everything. This couldn’t be a standard “join the force” video. It had to feel approachable and real for people who never imagined a career here. We built a full recruitment video series — authentic employee stories, produced for every platform they needed.

The Impact

The video series triggered a flood of inquiries and submissions across every sub-department. Officers on staff called it one of the busiest recruitment efforts the office had ever seen.

The So What

If your agency has more to offer than most people realize, the right video can open a door you didn’t know was closed. Let’s find out what your story looks like.

01

Sarasota County Sheriff's Office

The Sarasota County Sheriff’s Office is one of Florida’s most respected public safety agencies. They protect and serve a community of more than 400,000 residents — spread across barrier islands, growing suburbs, and a vibrant downtown core.

But the Sheriff’s Office is more than most people picture when they think of law enforcement. Beyond their sworn deputies and patrol operations, the agency employs more than 1,000 sworn and civilian team members across more than 100 civilian roles — from communications and technology to administrative support, finance, community outreach, and beyond.

They’re a large, complex public service organization that takes their mission seriously — and one that’s deeply committed to reflecting the diverse community they serve.

That’s the story they needed help telling.

02

A Story No One Was Telling.

When the Sarasota County Sheriff’s Office reached out to Captivation, the hiring landscape was brutal.

The US was experiencing one of the most severe labor shortages in recent memory. Every industry was fighting for the same shrinking pool of candidates. Government agencies were feeling it hard — they couldn’t always compete with private sector salaries, and public service careers had taken a reputation hit in some corners of the culture.

For the Sheriff’s Office, competition for candidates was a real challenge. But they had a second problem that was just as serious — and it was almost entirely a communication problem.

Most people looking for work — even people living right there in Sarasota — had no idea the Sheriff’s Office offered anything beyond sworn law enforcement positions. The 100+ civilian roles across their departments? Invisible. People weren’t applying because they didn’t know those jobs existed.

That meant qualified candidates — IT professionals, administrators, communications specialists, finance experts — were walking right past an organization that could have been a great fit. Every day that story stayed untold was another day those positions went unfilled.

⚡ The Decision Point

The Sheriff’s Office already knew us through the local nonprofit community — organizations we were both involved in and committed to. When they needed a creative partner who could handle this end-to-end, without piecing together outside vendors, there was already a relationship and trust in place. We were the natural call.

03

Listen First, Create Second.

Most agencies would have walked in with a concept already half-formed. A cinematic ride-along. A montage of flashing lights and squad cars. Something that looked great on a reel — but missed the actual goal entirely.

We didn’t do that.

Before a single camera was set up, our team sat down with the Sheriff’s Office’s own marketing and recruitment professionals. We weren’t there to pitch ideas. We were there to listen. To understand what they were trying to accomplish, what their team cared about, and what the people they were trying to reach actually needed to hear.

💡 The Insight That Shaped Everything

The Sheriff’s Office wasn’t just a law enforcement agency. It was a full-service public organization with a career opportunity for almost anyone. This campaign couldn’t be a standard “join the force” video — it had to feel approachable, accessible, and eye-opening for people who never imagined a career here.

That insight — shaped by listening to the people who knew the organization best — became the foundation for every creative decision we made.

04

Built to Open a Bigger Door.

With that foundation in place, we built a recruitment video series with one clear goal: reach a wide range of people across a wide range of life circumstances, and make each of them feel like the Sheriff’s Office had something to offer specifically for them.

Here’s what that looked like in practice.

We led with authentic employee stories. Real people — from different departments, different backgrounds, different career paths — talking honestly about what it was like to work there. Not polished testimonials designed to impress. Genuine conversations that let candidates see themselves in the work.

We matched that with professional cinematography that showcased the modern facilities, the team environment, and the quality of the organization. Because the goal wasn’t just to inform — it was to make prospects feel proud to be part of something and eager to join.

We built the content in multiple formats, purpose-built for every channel they needed. Versions for social media. Versions for the website. Versions for job fair presentations. Versions for targeted digital advertising designed to reach specific candidate pools.

Every creative decision came back to the same question: does this open the door for someone who might not have looked twice? If yes, it stayed. If not, we reworked it.

"Officers on staff said it plainly: it was one of the busiest recruitment efforts the Sarasota County Sheriff's Office had ever seen."

05

The Floodgates Opened.

When the recruitment video series launched, the response was immediate — and bigger than anyone anticipated.

Inquiries started coming in. Then more. Then across departments that hadn’t seen that kind of activity before. The civilian roles — the ones that had been invisible for so long — were suddenly getting real attention. People were reaching out for roles in technology, administration, communications, and beyond, not just for deputy positions.

Officers working during that recruitment period said it plainly: it was one of the busiest recruitment efforts the Sarasota County Sheriff’s Office had ever seen.

That kind of response doesn’t happen by accident. It happens when you stop assuming people know your story and actually go out and tell it — in a way that’s honest, human, and built for the people you’re trying to reach.

The video series didn’t just address a short-term vacancy gap. It opened an entirely new pool of candidates who had never considered the Sheriff’s Office as a career option — and gave the internal recruitment team a powerful, lasting tool to keep using.

What This Means For You

If You're a Government Communicator, This One's for You.

If you work in public sector communications or government recruitment, you already know this challenge. You’re trying to reach people who don’t have your agency on their radar — maybe because they have a narrow picture of what you do, or because no one has ever told your full story in a way that felt real and human.

The right video doesn’t just inform. It opens doors.

When you show people the actual breadth of what your organization does — through real faces, real voices, and a message that feels human instead of institutional — something shifts. People who would have scrolled past your job posting stop. They see themselves in the work. They raise their hand.

You don’t have to create a story. It already lives inside your organization. You just need someone who knows how to listen first — and then help you tell it.

That’s exactly what we do.

Questions We Get Asked

You're Probably Wondering...

Everything - strategy, scripting, cinematography, editing, formatting - was handled by our team under one roof. No outside vendors. No handoffs. When you're working on something this visible, a single team owning every piece makes the work tighter and the result more cohesive.

We do. Government projects move differently - more stakeholders, more review layers, more considerations around public-facing communication. That's not new to us. We understand those dynamics going in and build our timelines around them.

The most meaningful metrics live on your side - application volume, candidate quality, which roles gain visibility. We build content designed to move those numbers. What we can say is the Sheriff's Office called this one of the busiest recruitment efforts they'd ever seen.

We build content designed to move through your review process smoothly - clear messaging, accurate representation, nothing that gets flagged. But the legal review itself sits with your team. Our job is to make that process painless by getting the creative right the first time.

This project spanned roughly a year - driven by the scope of what we were building and the realities of coordinating within a large government organization. Simpler projects move faster. But when the goal is a series built to last, we'd rather get it right than rush it.
